My 2 year old has scaly patches here and there on her scalp and some little waxy scabs too...?

Shes been to the doctor twice now and was given medication to treat a fungal infection. Seems like its not working. The patches are the size of quarters roughly and are scaly. The hair in the patches come out easily. There are also a couple spots where the scabs are slightly thick and waxy. This is driving me crazy! Any suggestions? Do you think a dermatologist would be better to take her to?
