I have a 2003 RCA tv that has gone insane?

It's a 36" tube tv that now shuts off and turns on by itself, sometimes every 30 min other times every 3 sec. Sometimes it actually stays on. It also scans thru the channels sometimes. Is it a PCB gone bonkers?
